[Bug 313397] gnome-panel missing bottom buttons and desktop switcher problems with dual monitor

Bug description:

  gnome-panel:
    Installed: 1:2.24.1-0ubuntu2.1

  Using a dual monitor setup and a recent update has broken some things
  in gnome-panel.

  All visible windows on the current workspace should have buttons on
  the bottom panel. The bottom panel now only displays buttons for
  windows that are opened in the left hand screen. Buttons appear as
  windows are dragged to the left and disappear as windows are dragged
  to the right screen.

  workspace-switcher used to display the full workspace as a wide
  rectangle. There is now a grey dividing line in the middle of each
  workspace and only the left half of the workspace highlights when
  selecting between workspaces.
