Ubuntu better. The issue that you reported is one that should be

Title:
Suspend rather than Hibernate is the Default

Status in “gnome-settings-daemon” package in Ubuntu:
  Incomplete

Bug description:
Shutdown, NOT suspend should be the Default action when the power button
is pushed.  There are many cases when a hung system can only be
addressed by removing power or forcing a shutdown.  Shutting a hung
system down via the power button will do less harm that simply removing
  power.

Finally, hibernate and NOT suspend should be the Power Management default
because data will be lost during suspend if power is lost.
