Thank you for taking the time to report this bug and helping to make
Ubuntu better. The issue that you reported is one that should be

Title:
cryptsetup should be a dependency of palimpsest
Status in “gnome-disk-utility” package in Ubuntu:
Incomplete
Bug description:
Binary package hint: gnome-disk-utility
cryptsetup should be a dependency of gnome-disk-utility (palimpsest)
as the Disk utility program displays an option to encrypt underlying
filesyste,. but then gives an error when it cannot find cryptsetup.
Either gray out the option for encryption if cryptsetup is not
installer OR (preferred choice) make cryptsetup a dependancy of gnome-
disk-utility
