Thank you for taking the time to report this bug and helping to make
Ubuntu better. The issue that you reported is one that should be
reproducible with the live environment of the Desktop CD of the stable
release - Oneiric Ocelot. It would help us greatly if you could test
with it so we can work on getting it fixed. You can find out more about

  alacarte won't let me add a new location item

Status in “alacarte” package in Ubuntu:

Bug description:
  Binary package hint: alacarte

  I created a new menu under the applications menu and then selected it.
  I then added a child menu to it, plus and application launcher. When I
  tried to create a location launcher, the new item would not appear in
  the list of items.
