Networking disabled when eth0 disconnected during boot

Bug description:
If I boot with the ethernet cable disconnected, all networking
including WiFi is disabled and cannot be enabled. If I boot with the
cable connected, both the cable and wifi work properly, even if I
disconnect and reconnect either.
Workaround: I put the lines below into /etc/network/interfaces
allow-hotplug eth0
iface eth0 inet dhcp
When these lines are there, I can't use the wired connection at all,
but wifi works properly. For me, this is preferable since I rarely
used the ethernet cable.
History: I first installed 10.10, then updated to 11.4 in May or so.
After that, I'm not sure if immediately, the eth0 port was unusable
unless I booted with a cable attached. Since the wifi port worked fine
in either case, this wasn't a big problem for me. In August or
September, the behavior changed to the current in which the network is
completely unusable unless I boot with the cable. I thought updating
to 11.10 would fix this, but it hasn't. Also possibly related, when I
updated to 11.10, during the update process, I was informed that Samba
failed to install. I haven't used Samba since the update, but it
definitely worked before.
