Title:
gnome-panel's "autohide" moves it off-screen rather than hiding

Status in Desktop panel for GNOME:
  Confirmed
Status in “gnome-panel” package in Ubuntu:
  Triaged

Bug description:
If you autohide a panel, it doesn't really shrink it, it just slides
it downwards so that it is off the bottom of the screen. This means
that if you have dual monitors in a one-above-the-other configuration,
and the screen at the top has the panels, then the 'hidden' panel is
visible at the top of the bottom screen.
