Status in “gedit” package in Ubuntu:
  Confirmed

Bug description:
  On a fully updated Precise i386 system (obtained by replacing oneiric
  with precise in sources.list, dist-upgrading, and rebooting) with
  gedit 3.2.1-0ubuntu1, I created a test file and opened it in gedit:

  ek@Gnar:~$ echo test > foo
  ek@Gnar:~$ gedit foo

  This behaved exactly as expected. Then I quit gedit and opened the
  file in gedit as root:

  ek@Gnar:~$ gksu gedit foo

  This opened the file, but opened a new untitled document as well, as
  shown in the attached screenshot.

  This also happens on Oneiric (same gedit version, test machine amd64).
