Actually, just having checked, as of today, the cards are now displayed
in the right order so apparently this bug has been fixed.

Bug description:
  Binary package hint: gnome-media

  Hi.  I have a system with two sound cards.  One on the motherboard the
  other connected to the PCI bus (it's an old system).  The problem is
  that I've configured the system (by writing the following in
  /etc/modprobe.d/sound.conf) to load the PCI card first and then the
  one on the intel motherboard second (otherwise, the one on the
  motherboard would be loaded first):

  options snd-hda-intel index=1

  Now, the cards are loaded correctly:

  But the order of the cards is not respected bythe gnome-volume-control
  app (see the screenshot).  This is a problem because sometimes when I
  run the settings, by default the first card is used and I'd like it to
  default to the PCI sound card (because that's the one I use) and not
  the motherboard sound card.  I hope there's an easy fix for this.
