[Bug 846254] Re: gnome-session-fallback menu - no system
I am not full sure this, but perhaps this bug not a gnome-menus package related bug?
I downloaded the gnome-menus package source from my Oneiric system, and missing the package source tree the Settings and Settings-System related important files.

There's only applications and places menu in gnome-session-fallback
panel. The applications from system menu are put into applications
menu into folder "other".
