I've attempted to reproduce this on 11.10, booting from a USB stick.
The original bug occurs on the Gnome desktop, and since this appears
to be no longer available with Ubuntu the bug report has now become
inapplicable.

  Can't open drawer in gnome panel

Status in “gnome-panel” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: gnome-panel

  I'm using the Classic Gnome desktop in Ubuntu 11.04.  When I click on
  a drawer in a panel it doesn't open, and the following line is
  appended to .xsession-errors:

    (gnome-panel:26293): Gtk-CRITICAL **: IA__gtk_widget_map: assertion
  `gtk_widget_get_visible (widget)' failed

  If I create a new drawer and add some items to it then it will open
  and close successfully until the end of the X session, but it stops
  working in subsequent sessions.  This behaviour began when I upgraded
  from 10.10 to 11.04.
