I have the same problem on Oneiric (11.10).
Putting the source in another directory with only ASCII characters, and it works well.

Bug description:
  Binary package hint: gnome-doc-utils

  I was trying to compile Gnote from source code that I had downloaded to ~/Hämtningar/gnote-0.7.4. (Hämtningar is Swedish for Downloads).
  ./configure finished without problems but 'make' gave this error:

  Some research showed that others have had similar problems while building other projects that also utilise db2omf, see http://sourceforge.net/tracker/index.php?func=detail&aid=3127965&group_id=213712&atid=1026806 and http://ubuntuforums.org/showthread.php?t=1755039. Moving the source code to a path that only includes ASCII characters seemed to help TiBeN from the SourceForge thread. I tried this as well and the build finished without problems:
