nm-applet will not connect using vpnc plugin

Bug description:
Using the vpnc plugin in nm-applet, I cannot connect to my vpn. Using
the same settings I can connect using vpnc on the command line. kvpnc
also works fine but I'd rather not install all of the KDE libs for
just that one app.
I have the following settings in network-manager:
User Password: always ask
Group Password: saved
Encryption method: secure
NAT traversal: Cisco UDP (also fails with NAT-T though)
available to all users: true
System info:
