Title:
regression: shortcut-keys can't be disabled anymore

Status in “gnome-terminal” package in Ubuntu:
  Confirmed

Bug description:
  reproducing the bug:

start a program in gnome-terminal that uses functionkeys (like, for
  instance, mc)

  deactivate "Enable menu shortcut key"
now try to exit from mc via F10 (won't work.. menu shortcut is still enabled)

This might as well be the same for "Enable all menu access keys"
