I can reproduce this in a precise environment as well.  But it seems as
if this is a bug in gnome-terminal since the same problem does not occur
in xterm either in lucid or precise.

Bug description:
  I consistently run into the following issue on lucid.  When I run
  aptitude, minimize it via Ctrl+z, return to it via fg and then push
  the downward arrow, aptitude wants to run reportbug.

  ^[[BRunning 'reportbug' as root is probably insecure! Continue
  [y|N|q|?]?
