Like you, I was also going to suggest it was related to video drivers,
but given that you have high CPU usage when playing an OGG file, that
can't be the cause.

I suspect that this is your problem:

Intel(R) Atom(TM) CPU N270   @ 1.60GHz

That's not a very powerful CPU.  And if I recall correctly, your Intel
Corporation Mobile 945GME Express Integrated Graphics Controller is too
old to support VA-API.  However if the video plays smoothly I wouldn't
worry about it.  Just don't try to do much else while playing the video.
At 60%, you should be able to do other things while listening to an OGG.

Bug description:
  Whether it's plugin-container or firefox with html5 enabled, watching
  youtube is cpu consuming.

  Same thing happens whith chromium-browser.

  Also when playing a simple ogg file(the one in examples folder) with
  totem, cpu goes up to 60%.

  I suppose it's related to intel video drivers.
