Bug description:
  Binary package hint: gnome-bluetooth

  If you turn off Bluetooth via the Bluetooth-Gnome-Applet "Turn Off"
  Feature this state is not preserved across restarts. So, if you
  restart (or shutdown and power on later) bluetooth is on again.
