web browser tabs are usually different context and not interacting, it's
way easier to dnd between different dialogs open at the same time than
navigating between tabs to do the same work

Bug description:
  OS: Ubuntu 11.10 Oneiric stable 32-bit
  Application: Nautilus 3.2.1

  When you open a folder placed on the desktop or open a desktop from
  the Dash when an instance of Nautilus is already open, the folder
  should open in a new tab instead of a new instance. This makes file
  transfer, etc easier and reduces the clutter on the desktop.
