If you are not supposed to be able to configure them, why are they
visible at all in the control center?

  Not possible to reconfigure Alt-F1 and Alt-F2 shortcuts

Status in “gnome-control-center” package in Ubuntu:

Bug description:
  Alt-F1 and Alt-F2 seems to be bound to "Show the run command prompt"
  and "Show the activities overview", but it is not possible to
  reconfigure them. See attached screenshot.
