Title:
Changing administrator privilage into standard while no other
  administrator accounts active

Status in “gnome-system-tools” package in Ubuntu:
  New

Bug description:
User accounts in System Settings have an option to add or remove
users. Also, there is an option to change privilege to standard or
Administrator. However, changing privilege of an administrator into
standard is possible even if there are no other active administrator
accounts. If we change current administrator into standard user, there
will not be any administrator in that machine. And this leads to a
worst case scenario such as no one can manage that machine as
administrator. This feature must be controlled in a way that if there
are not more than one active administrator accounts, one should not be
able to change the only administrator's privilege.
