Sorry, only noticed your comment now.
Unfortunately this time round when I upgraded to 11.10 I installed the SA keyboard by default so I can't confirm if this is still an issue or not.

Bug description:
When I installed Ubuntu I specified UK english as my default, even
though I live in South Africa, because the South African Dictionary
isn't as comprehensive as the UK one. But then, when I started working
I came across a problem- the @ and " keys on the keyboard are switched
around. So I added the South African keyboard layout and selected that
one. But when I restart, it defaults back to the UK keyboard.
so I went into preferences and delete UK keyboard, but when I restart
its back, and selected by default.
