ok, weird, lightdm didn't change for a while and this config looks
correct, do you have anything in xorg.conf?

  Login doesn't use correct keyboard settings [Dvorak]

Bug description:
  I use the Dvorak layout and with today's update the login manager was
  incorrectly using English US.  Once I logged in, then the correct
  layout settings were in my Unity session.
