  "Include an attachment" tooltip appears over file chooser window and

Bug description:
  There seems to be a race condition around the tooltip for "Include an
  attachment."  If you click on the Add Attachment button before the
  tooltip appears, but presumably as it's being prepared, the tooltip
  shows over top of the modal file chooser window, and over top of any
  other application.  If the tooltip is already showing when you click
  on Add Attachment, this does not occur.

  This does not appear to be specific to Unity or compiz, as I've run
  metacity --replace and reproduced this same behaviour.
