Title:
Docs doesn't translate because of &#; entities

Status in Ubuntu Translations:
  Invalid
Status in “software-center” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: software-center

’, ” and “ are encoded in the pot file, but not in the xml, this
causes the lines not to be translated (tested with compiling the web
  version of the help.

Fixing this will cause a lot translations to be dumped so care should
be taken to preserve them when the text in the line is not actually
  changed.

It may save time to fix bug 723367 at the same time as this bug.
