I'm having a dual-screen setup where mine "main" monitor is the right
one. Until recently (I don't know exactly when it changed) an
application started in fullscreen was displayed on the monitor with
the mouse cursor. But now it is displayed for a fraction of a second
on mine "main" monitor before it jumps to the left one. This only
happens for applications started in fullscreen and I have to move them
to the right monitor (once they are there they stay there as long as
they are running). Other applications stay on the monitor with the
mouse cursor when started.
