This is reproducible from Ubuntu 10.10, LibreOffice Calc at the
Terminal:

cd ~/Desktop && wget
https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/575143/+attachment/1373092/+files
/empty-sheet.xls && localc -nologo empty-sheet.xls

Notice how one can see Sheet 1 and part of the rest of the Sheets area.
Resize the window so it is as small as possible horizontally. Then re-
size the window to almost full screen. Notice how Sheet 1 and the rest
of the bar disappeared, requiring one to slide the Sheets bar over
unnecessarily.

This bug was filed before the changes to Bugzilla on 2011-10-16. Thus it
started right out as NEW without ever being explicitly confirmed. The bug is
changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back
to NEW please check if the bug still persists with the 3.5.0 beta1 or beta2 prereleases.

  2) apt-cache policy libreoffice-calc

  3) What is expected to happen at the Terminal:

  cd ~/Desktop && wget
  https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/575143/+attachment/1373092/+files
  /empty-sheet.xls && localc -nologo empty-sheet.xls

  Notice how one can see Sheet 1 and part of the rest of the Sheets bar.
  Resize the window so it is as small as possible horizontally. Then re-
  size the window to almost full screen. The Sheets bar should display
  Sheet 1 and part of the rest of the Sheets bar as before.

  4) What happened instead is Sheet 1 and the rest of the bar
  disappeared, requiring one to slide the Sheets bar over.

  WORKAROUND: This problem does not occur in Gnumeric.
