This is a well known bug: Bug 416263 - Account Settings dialog box too
big for some screens (like asus EeePC) - can't be resized or scrolled

Bug description:
  The account settings window is very long when launched. It doesn't fit
  on my laptop's screen (1366x768). The "OK" and "Cancel" buttons are
  off-screen. Ubuntu is supposed to support even smaller screens.

  When resized to fit in this screen-size, nothing gets cut off on any
  of the pages.
