  Network manager is not enabled by default. How to enable it

Status in “network-manager” package in Ubuntu:
  Invalid

Bug description:
  I enable the mobile networking and enable networking but after reboot
  the value is being reset and I need to check them again to connect to
  network.

  Help me how to enable this by default?
