In gnome-panel, the clock is managed by gnome-applets.

Bug description:
Time and username are still vertical when panel is vertical (i.e.
right or left); they don't adapt to horizontal, as icons do (and as
the CPU frequency display correctly does).
Time and username remain vertical also if I increase the panel width to a very big value (e.g. 200 pixels).
Happens with gnome 2.3.1 on a fresh ubuntu 11.04 install.
