The sound system you are asking for is named message and is placed in /usr/share/sounds/ubuntu/stereo where you can find too the rare logout never played.
I confirm this issue
Please run in a terminal

Title:
  Soundsystem for volume increase/decrease disappeared after upgrade
  Ubuntu 11.10

Status in “gnome-control-center” package in Ubuntu:
  Confirmed

Bug description:
  I have installed a fresh Ubuntu 11.10 i386 and the sound fx of volume
  increase/decrease works. After install all the suggested upgrades and
  after reboot the sound disappear. The audio works good and the command
  increase/decrease volume works too, but can't hear that "pop!" sound
  anymore. I have also checked the dconf-editor under org, gnome,
  desktop, sound and changed  the theme from "freedesktop" to "ubuntu"
  but it didn't help.
