I tried to upload the 2 screenshots but accidently posted the comment
while it wasn't finished. Here are the screenshots with description:

I have added a zip file which contains 2 screenshots:
Screenshot-opening.png - Shows the normal downloading-bar when I open the file.
The sentence "Dokument wird von http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf geladen" means: "Document is downloaded from http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf";

Screenshot-while-open.png - This is shows the problem.
The sentence "Dokument wird erneut von http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf geladen" means: "Document http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf is downloaded again"
- It says "again", so evince seems to know that it is already downloaded.

Bug description:
  If I open the following PDF in evince (directly per http, without downloading it), then evince reloads the file approximatly every 5 - 20 seconds:
  http://www.intel.com/content/dam/doc/product-brief/h67-express-chipset-2nd-gen-core-brief.pdf

  This bug isn't that critical, because, if someone really wants to read
  a file, he could download it. But this is one of the little bugs in a
  system, that drives users crazy.
