Does this issue occur every time the printer is off and you turn it on?
 - Yes it does.

Can other programs print to the printer in the same situation that LO cannot?
- Yes, they can. Tested with Evince and Firefox.

What is the printer manufacturer and model?
- HP Officejet Pro 8500

When you say network printer, how is it connecting to the PC specifically, bluetooth, WiFi, USB, ethernet, etc.?
- The printer is connected to my desktop PC which is as well running Ubuntu. In fact I didn't start my printer but my desktop PC. I tried to print a document on my netbook which is connected via Wifi with the network.

Bug description:
  I wanted to print a document out of Libreoffice Writer. My network
  printer wasn't online. So I started my printer. But Libreoffice didn't
  recognize the printer (the system did recognize the printer).

  WORKAROUND: Restart LibreOffice to make it recognize the network
  printer.
