1) Regarding your comments:

Unfortunately, this did not answer the question. It is understood the
desktop PC and printer are connected. Specifically, how is the desktop
PC your reporting this problem about network connected to the printer?
WiFi, as is the netbook? Ethernet?

2) Does the netbook also have the same problem printing from LO Writer
via WiFi?

3) Please execute the following on your desktop PC from the Terminal and post to this bug report:
apt-cache policy libreoffice-writer

  Libreoffice doesn't update printer list

Status in “libreoffice” package in Ubuntu:
  Incomplete

Bug description:
  1) Ubuntu 11.10

  2) apt-cache policy libreoffice-writer

  3) What is expected to happen in a running instance of LibreOffice
  Writer is when a (WiFi?) connected network printer HP OfficeJet Pro
  8500 is off, then turned on, Writer recognizes the printer quickly.

  4) What happens instead is Writer does not recognize the printer.
  However, the system does when the printer is turned on and is able to
  print from other applications (Evince and Firefox). This occurs every
  time the printer is off, and Writer is running.

  WORKAROUND: Turn on the printer, restart Writer.
