  3) What is expected to happen in LibreOffice Calc via the Terminal:

  cd ~/Desktop && wget
  https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/742483/+attachment/1940068/+files/test.tsv
  && localc -nologo test.tsv

  in the text import window, highlight the Separated by radio button ->
  check the Tab checkbox -> uncheck all other checkboxes -> delete the
  contents of the Text delimiter combo box -> click OK button and the
  preview should look the same as the imported file.

  4) What happens instead is one of the single-quotes at the beginning
  of the cell is removed. If there are several initial single-quotes,
  only one is removed. Single quotes at the end of the cell are not
  changed.
