the reason it was added back is:

"glade-3 (3.8.0-0ubuntu3) oneiric; urgency=low

  * Add glade-gtk2 package to be able to create/edit gtk2 ui"

the new glade write gtk3 specific things in its .ui so they can't be
loaded by gtk2 softwares
