Title:
Under 11.10, I don't have permission to renice processes using the
  Gnome System Monitor

Status in “gnome-system-monitor” package in Ubuntu:
  New

Bug description:
No matter which way I attempt it, whether from the app's main menu or
  from the context-sensitive (right-click) menu for a process, I get a
permission denied error when I attempt to change the "nice" level of a
running process. The only way I can do it is if I open a terminal
window and execute the "renice" command using "sudo" to run it as
root. I never had to do that before I upgraded to 11.10, as far as I
  can recall.

This appears to be an issue with requiring root-level privileges to
make the change, as executing "renmice" without "sudo" also results in
  a permission denied error.
