there just needs to be an icon
well that's sort of what we distro patch in Ubuntu currently, click on
software-properties in Oneiric for example or language selector...

development of the gnome-control-panel ?

You might want to read the discussion on http://mail.gnome.org/archives
/desktop-devel-list/2011-May/msg00095.html on the topic as well

Title:
New control features are not automatically added to system settings
Status in “gnome-control-center” package in Ubuntu:
Invalid
Bug description:
In Oneiric the new version of the control center doesn't
automatically add for example the Nvidia control center or CCSM , as
it used to in Natty . I don't know if it's intended or not , but it's
definitely not improving (and by that I mean it's worsening) the
service .
