  Keyboard layout selector only supports max of 4 layouts

Bug description:
  I am trying to debug a keyboard layout issue. I have added four
  keyboard layouts and can no longer add any more. This seems a rather
  arbitrary limit on the number of keyboard layouts allowed. Can it be
  increased?
