I think we are describing the same problem:

However, on 11.10 with network-manager 0.9.1.90-0ubuntu5.1 I am not seeing the same problem.
Do you have an 11.10 machine you could test this out on and/or could you
pin the older version on the 12.04 install and see what happens?

Enable Networking and Enable Wireless are not ticked by default like
it's not even selected but I'm able to be online and connect to my
Wireless Network. If I Click on both to enable, nothing happens. When
I un-check both of them, I go offline. The network manager does work
but looks like it's a display bug
