Hello Walter,
The problem I reported has started with Lubuntu 11.10 Beta version and
it is NOT fixed yet. Same problem with Lubuntu 12.04 obviously. I still
do have that email when I reported it. I didn't reported on Launchpad
that day though.
When I login, I'm able to browse and be online but when I check the
Network Manager, it looks like this:

So, it's not a new issue, it's a bit old and unresolved :)

Enable Networking and Enable Wireless are not ticked by default like
it's not even selected but I'm able to be online and connect to my
Wireless Network. If I Click on both to enable, nothing happens. When
I un-check both of them, I go offline. The network manager does work
but looks like it's a display bug
