None of Ubuntu yet. Upstream it is released. Debian should also have it.

Bug description:
Binary package hint: network-manager
If the cellular network leads to the mobile broadband connection
dropping for some reason, Network Manager does _not_ auto-reconnect,
and there is no option in the settings to request it.
Ideally there should be a tickbox to allow auto-reconnection
("redialling") of the 3G connection.
