  3) What is expected to happen via a terminal:
  cd ~/Desktop && wget https://bugs.launchpad.net/ubuntu/+source/dia/+bug/449997/+attachment/817543/+files/blue_box.dia && dia --nosplash blue_box.dia

  File > Export > Visio XML Format (*.vdx) > open the exported file and
  it looks exactly the same.

  4) What happens instead is the box is broken into segments. Each
  segment has its own border, ruining the original appearance of the
  box.
