That's likely because your x_86 is from the current image where the 2
dev & deps are now on. Once the fixed control file is built then
subsequent images will be clean in this regard

Status in “unity-settings-daemon” package in Ubuntu:

Bug description:
Utopic installation
Received newest packages: 14.04.0+14.10.20140922-0ubuntu1
but when i set these 2 packages for upgrading, a list of about 50 new *.dev dependencies are added.
I suppose they are not expected on a basic user desktop installation.
