  right-maximizing a window on a secondary monitor right-maximizes it on
  primary monitor

Bug description:
  Dragging a window to the righthand side of the secondary monitor
  causes it to be moved to the primary monitor, vertically maximized,
  and horizontally stretched to cover the right half of the monitor.
