I can nonfirm: Debian fixed problem. I just installed 3 packages from experimental on my Lubuntu 14.04 amd64 without problems:
aspell_0.60.7~20110707-1.2~exp3_amd64.deb
libaspell15_0.60.7~20110707-1.2~exp3_amd64.deb
libaspell15_0.60.7~20110707-1.2~exp3_i386.deb

Bug description:
  I have an app (mulberry) which is not 64 bit clean so I need to run
  the 32 bit version, when I install it (from an external downloaded
  .deb) there is a conflict with libaspell.

  this is a problem in and of itself, but it is made significantly worse
  by the fact that what apt does is to uninstall all of kubuntu-desktop
  in order to install the 32  bit library. I then have to manually
  remove that library to get kubuntu installed again
