Bug description:
When running with 2 monitors (untested on more) having an application
operating in full screen mode on one monitor ( tested with remmina
remote desktop client) covers up the top bar as intended as long as
that application has focus. Moving focus to something on the other
monitor (the one which does not have an application running in full
screen) causes the top bar to appear over the fullscreened application
on the first monitor, covering up some of the application.
There are a few bug reports about fullscrren applications with the top
bar showing up on top of them, but from reading those reports window
focus is not an issue which makes me think this should be a different
bug.
The behavior stays the same regardless of checking the box "keep this
window above others" before changing the application to fullscreen or
not doing so.
