Status in “unity-control-center” package in Ubuntu:

Bug description:
Muting or unmuting the sound effects in the system settings (just the
alerts, not the entire system's sound) used to change this dconf
setting: org/gnome/desktop/sound/event-sounds. Now that setting does
nothing, and nothing seems to change when the GUI mute button is hit
(as seen by using "dconf watch /").
The system sounds still do get muted/unmuted, but there is no way to
configure this without going through the GUI now. I assume that this
is a bug and not by design, since other sound settings do change a
dconf setting (e.g. "Allow louder than 100%", which sets
/com/ubuntu/sound/allow-amplified-volume to true/false).
I'm using Ubuntu 14.04, version 14.04.3+14.04.20140922-0ubuntu1 of
unity-control-center.
