I think it not duplicate with https://bugs.launchpad.net/bugs/49579.
And it need to change from Private Security → Public to Public Security also.

** This bug is no longer a duplicate of bug 49579
   screen doesn't lock when some menu is open

** Information type changed from Public to Public Security
