Title:
Window placement and window rules are broken after 3.8.2

Bug description:
I had set some windows to open in certain fixed workspaces (using CCSM
"place windows") and some of them to be sticky (CCSM "window rules"),
however both settings are not ineffective and basically broken after
the Unity 3.8.2 update.
I'm guessing it may be related to bug #688816, which was fixed was
3.8.2. Please look into this. Thanks!
