I tried doing an apt-cache search for gstreamer1.0-tools and it did not
show up as an installable candidate. I tried this on a device itself
using the rtm branch. Can you confirm that you in fact see this when
doing apt-cache search?

Bug description:
  Need to have the gstreamer1.0-tools available so that tools like gst-
  discoverer-1.0 and gst-launch-1.0 are available for use.
