Moving windows cause jump so that title bar is under the compiz main
title bar of the desktop below the current, i.e. window unmovable

Bug description:
  Moving windows (e.g `gnome-terminal` or `gnome-system-monitor`) with
mouse dragging sometimes causes the window to jump to the desktop (I
have 4) below the current (where the move action takes place) and its
title bar then to be placed right under the man title bar of the
compiz desktop (the one which switches to the title bar of the current
active window). It is then unmovable.

The jump occurs when the lower margin of the titlebar reaches ~2 cm
over the lower screen border. When I click on the desktop switcher
applet I can see that the window is display like its titlebar would
still be on the upper screen.

The mouse is not movable below the lower screen border (I can still
see the tip of the cursor at the buttom). Changing the resolution
doesn't change the behavior. It occurs on both desktops which are on
the screen of my laptop as well as on screen which are attached via
  D-SUB.
